What is the California LifeLine Program?
The California LifeLine Program is a government program focused on connecting qualified low-income customers by subsidizing phone service.
To receive a free smartphone and monthly service, you must meet the income-based or program-based eligibility guidelines. You can get the California LifeLine program if your income is 150% or less than the Federal Poverty Guidelines. The program is limited to one Lifeline benefit per household.

What’s the Affordable Connectivity Program?
The FCC’s Affordable Connectivity Program (ACP) benefit is a new federal government program committed to bringing connectivity to low-income Americans. Qualifying households can get connected by answering a few questions and submitting your eligibility documents.
You can get the ACP benefit, if your household income is at or below 200% the Federal Poverty Guidelines. You can also enroll through qualifying programs for the Lifeline program or as a Federal Pell Grant recipient. If you qualify for the ACP benefit, but not the Lifeline program, you can still sign up for the ACP benefit only. The program is limited to one ACP benefit per household.
Qualifying programs include all Lifeline programs, plus:
- Low Income Home Energy Assistance Program (LIHEAP)
- National School Lunch Program
- Federal Pell Grant

As a TruConnect Lifeline customer, you’re required to renew your free phone service each year to stay connected. Remember, Lifeline is non-transferable. Only eligible customers can enroll, and the program is limited to one service per household.
