TruConnect will provide you with free unlimited monthly calling and texting, a free smartphone, and free data through a special government benefit program called Lifeline, plus we provide you an additional 8GB of data through the "Emergency Broadband Benefit" or "EBB". There are no bills, no credit checks, and no fees to participate in this free program, and signing up takes just a few minutes! 

Activate Device or SIM

If approved, we will ship you a brand new phone (or hotspot if you chose) at no cost. You can also use your own device - in which case, we will send you a SIM. Simply follow the instructions to activate your device or SIM and your service will be activated.

What Is Lifeline?

Lifeline is a government program that subsidizes phone service for low-income individuals in California, ensuring everyone can stay in touch.

The Lifeline program is only available to eligible consumers who can provide documentation demonstrating eligibility for the program and only one Lifeline benefit is available per household. To receive a free smartphone and monthly service, you must meet the income-based or program-based eligibility guidelines. Qualifying programs include:

  • Medicaid / Medi-Cal
  • SNAP / CalFresh
  • Section 8
  • Supplemental Security Income (SSI)
  • Low Income Home Energy Assistance Program (LIHEAP)
  • National School Lunch Program
  • WIC
  • and more

What is EBB?

The Emergency Broadband Benefit (EBB) is a limited-time program operated by the Federal Communications Commission (FCC) that provides discounts on monthly broadband internet access service and certain connected devices. The EBB monthly service and device discounts are non-transferrable. An eligible household is limited to one monthly service discount and one device discount. EBB Program benefits may be obtained from any participating provider of your choosing and your monthly service benefit may be transferred to another provider at any time.

The EBB shares the same qualifying eligibility programs as Lifeline – participation in SNAP, Medicaid, SSI, Federal Public Housing Assistance, Veterans and Survivors Pension Benefit Fund, and income at or below 135% of the federal poverty level. Additionally, unemployment may qualify you for Lifeline and EBB. Other eligibility programs for EBB include: 

  • Pell Grants
  • Free and Reduced Price School Lunch and Breakfast
  • Reduced wages in certain instances

Program eligibility will be determined for the FCC by Universal Service Administrative Company’s National Verifier and National Lifeline Accountability Database, or an alternative verification process approved by the FCC.

Renew Your Service

All TruConnect California Lifeline customers are required to renew their free government phone service once each year to avoid being disconnected. Lifeline is a government assistance program, and Lifeline service is non-transferable. Only eligible consumers may enroll, and the program is limited to one discount per household.
